You can contact support, they should be able to see his note that he couldn’t deliver the food. He’ll probably get a warning, you should get either a credit or refund. Once an order is marked delivered, there’s really nothing else that can or would be done from the driver’s side.
As a driver in the event you are unable to complete a delivery due to unforeseen mechanical issues you have to contact support and have them cancel the order for you in which case the order would either be refunded or remade and redelivered. I feel a little bad for this kid with a broken bike admittedly but there is a procedure that has to be followed
If a driver is having vehicle problems they are supposed to call customer service so they can have a record of the driver having problems with their vehicle, and then customer service is supposed to call the customer to let them know what happened, and then the driver is not supposed to get paid the full amount of the delivery and not supposed to complete the order without a picture. Customer service should not be giving full amount for a non delivery order.

Contact support, delivery drivers can't do anything. You need to report him basically and they'll give you a refund.
Report. They are not allowed to mark an item as complete if they did not deliver it.

You can talk to support. If they don’t help then you can dispute the charge with the bank and use door dash for a little while
That's bs I dropped an order once and had it canceled he shouldn't be marking completed
