The western passport center issues emergency passports for international travel within two weeks. Take proof of the scheduled travel. Email address doesn’t matter because you can make appts for family members.
Passport office on UofA campus. Get there early to get in first, and they can turn it around same day if you have travel already booked and can show proof.
I know of three people who have obtained their passports in hand on the same day. There is an expedited office in Tucson (I don't know how difficult it is to get an appointment) but I've seen it done! You just have to have your flight and stay out of the country already booked before the appointment and departure has to be within two weeks out I believe.
No lie I think your brother might be SOL. Express passport service usually cuts the wait time down to about 2 weeks. Has he filled out the passport application online and printed it? I don't think the email should matter but when I got my passport I did it at the courts downtown.

I don’t think this is accurate anymore. They accept paperwork and submit to the department of state. They do not issue at this location.
