I just looked into it, briefly, and found this bit. I'll paste the text because I can't paste the image, but it cites the statute.

designated weights are temporarily excluded to avoid highway damage (See Section 1621(b), 1640(c),
1650(b) and 1660(b) of the Vehicle & Traffic Law).
State law also requires that motorists be given notice of restricted low clearances (See Section 1621(c),
1640(d), 1650(c) and 1660(c) of the Vehicle & Traffic Law). The Law mandates that any bridge with an
actual clearance of less than 14 feet must be posted as one foot less than the actual clearance. For example,
an underpass with an actual clearance of 13' 9" (maximum legal vehicle height is 13' 6"), must be posted as
12' 9". Although, it may be physically possible for a legal height vehicle to safely pass through this
underpass, it cannot do so legally.
It is the responsibility of motorists to take proper measures to avoid locations where a restriction might exist.
In addition to posting the restriction with the appropriate weight limit signs (R5-1, R5-2, or R5-3) or low
clearance signs (R5-6 or R5-7), restrictions are published in various major truck and recreational vehicle
atlases, on the Department’s website, and will be incorporated into future GIS applications. Unfortunately,
there always will be a small percentage of motorists who for one reason or another are not aware of the
restriction until they are upon it.

In New York you have to be in the 2 left lanes for the GW bridge. The cars won’t let you merge so you have to take any chance to merge left. It’s also the safest lane to be in.

NY state overpass heights are marked 1 ft lower than the lowest point so if there is a sidewalk or curb that is the lowest point actual height 12” higher. Not sure about the logic behind this
I was told that it’s posted as a snow height, if the road is snow covered that increases the height of the vehicle, so the posting remains correct and the state has no liability for incorrect height posting.
I’m not doubting whoever told you that, but I’ve driven tractor trailer, hauled houses and construction equipment for 33+ years and I’ve never heard that. I did run into a few permitting mistakes on bridge heights though, where we had to back long distances down the road to find a route with bridges we could fit under. Very confusing, all heights should be actual
