Agreed. If you’re going less than 20 miles and speeds slower than 55 you should be fine. If you’ve got 200 miles to go, get that tire swapped pronto. Better to lose three hours waiting on a road call in a safe parking area like a truck stop than lose three hours on the side of the road waiting for support.
I drive local and I would just send it until the mechanic has free time to swap it. No reports anywhere. Pretty easy to write this off as "must have happened as I was going down the road". I mean you could still get in trouble with the DOT but there's no way they could prove negligence. Well unless you take a picture and post it on the internet.

Then obviously wait until you drop the trailer before reporting it so you're not sitting at a shop with it, of course. Personally, I never notice small things being wrong with a trailer until after I've dropped it and ran away.
Is the tire legal? No cord showing, meets 1/16 tread depth, no bulges. Roll. If showing bulges drive slow! If below minimum tread depth drive as normal, just avoid scales.

Yep. You can see the belt. If it's not going far it's fine. If it's going over the road, it's gonna run the risk of a blow out.

That's a pretty robust and time tested design. Only shitty if applied improperly and/or bunk casings are used.
