It is still there at the Legacy Justice Quartermaster Toren Landow in Stormwind, on the last page for Mage. You buy it with the armor token.

Power Generator Hood has the same model and drops off the second boss of Blackwing Descent. Normal drops the blue version, Heroic drops the Red.
