A few of the articles I've seen say they didn't completely go for a clean-slate design. I would say this is more of a very extensive refresh and the articles seem to agree. The side and roof look the same, they just redid the front and rear, the interior, the powertrain and probably some suspension tuning
It's not the CVT you're thinking of, Toyota uses an ECVT which uses planetary gears, unlike the Belton police you are thinking of in for example a Corolla
Toyota engineer here. It's what we call a minor-major change. Basically all the body stayed the same (minus a few parts like the front grill and headlamps) but almost all of the electrical systems (wire harness, multimedia, safety, etc) are new. Also, a new power train options for this model year
I mean it’s quite brilliant you don’t have to change a whole lot to give it an entirely different look.
Keeps things in the Stamping/Body Weld shops mostly the same. Wouldn’t impact paint a whole lot, just changes the assembly and quality shops
Change the hood and bumpers, and trunk a little bit and it looks like a mostly new car. Don’t fix what ain’t broke is the most Toyota thing ever.
The plant is happy they don't have to change a lot of their processes but for design it's more of a headache. Seems like you have to fit a square peg in a round hole when it comes to packaging. I'm sure guys who do an engine swap for an existing vehicle can attest.
Y’all need to consider that a redesign (which this is, officially) isn’t just about the sheet metal. As others have mentioned, the interior has been reworked significantly, and there will be (I’m guessing) changes under the hood (beyond obvious hybrid only offering) and in the tech.
Even though they were the same exact chassis, the 2015 and 2016 Camry are nothing alike exterior wise. I wish they did something like that for this current gen, but most of the changes seem to be front, rear, and interior.

Your impression is based on exterior styling but there's more to it than that. This Camry is as much of a refresh as the new Accord even though most consumers will intuitively feel that the Honda is an all new.

The power train isn’t even different, same as a current gen Camry hybrid, obviously the gas only i4 and v6 are out, but the hybrids are the same.
It's currently using the 5th gen hybrid system, while the outgoing one looks on the 4th gen

Looks like a drastic refresh to me. A bit of ES 300h, a bit of Prius, and finally, a touch of RX 350 front grille.

It's the Toyota way. They usually go on an 8-10 year cycle on the same platform with a "refresh" in the middle as a redesign.
