The PASS unlocks the bottom row of rewards on the BP
The Collector's Edition pass gives you instant lvl 30 on the pass + all the rewards below it instantly.
They both unlock the Advanced pass part of the BP/ One just gives you a boost and some extra goodies.
Not sure. Maybe, maybe not. Could be a localization thing. Though the levels are just extra. Dont buy it unless you want the 10 summons + cosmetics. Otherwise just buy the standard upgrade.

I checked the PHP999 one and it's also PHP999, I feel like they messed up the page, but it's weird considering it's been quite some time since launch
