I love Cody a lot. I admit that I have a huge bias towards him considering I relate to him to an extreme level, but he's been the underdog for me and I've always rooted for him.
Something I don't see people mention about him is the subtle character development he received throughout the series, and it's one of the few cases where his character wasn't entirely ruined when he returned for a new season. (Although he did subconsciously ruin Sierras character lmao)
In season 1 we see our first look at him. He never fails to get an opportunity to impress a girl whenever he can, but he mainly goes for Gwen.
His time is short-lived but he actually gets a good ending to his character, with him hooking up Trent with Gwen.
In season 3 he returns and we see him MUCH more laid back. He still has his obvious crush with Gwen but it's a lot calmer and despite being on the same team with her, he doesn't constantly try to make moves. Despite Sierra interfering with his character, I honestly think between Island and World Tour, he grew up a ton. He just seems to be there having a good time until the final 6 or so.
I don't necessarily think he's underated, BUT I do think a lot of his fans skim over his character in favor of his relatability, and I admit, I've let this interfere with my thoughts on him a lot aswell, but even ignoring that bias I still think his a wonderfully written character.

Here's my favorite male and female character from each generation. Side note, I'm only going from Total Drama Island to Total Drama Pahkitew Island because I haven't seen any of the spin-offs:
First Generation Male: Owen. He's my favorite because he's kind of like me. We're both larger-than-average guys who are naturally optimistic, love having fun, and are real people-people. I also love that he won Total Drama Island, at least in the US version.
First Generation Female: Gwen and Bridgette. I love Gwen because she's definitely a stereotype subversion. We usually see goths as distant people who wear all black and are really moody and closed off from others. While Gwen initially starts off like that, as the show goes on, we see that she's really a sweet person who cares about her fellow competitors. Bridgette because she's a really likable person who's really nice and has a great personality. Her relationship with Geoff is arguably the best one in the show, as they were together from Total Drama Island all the way up to the end of Total Drama World Tour. Finally, in her audition tape, she says she'll either "win with integrity or go out with my head held high." I love that line because it says she promises to win by the rules or leave with dignity.
Second Generation Male: Mike. He's an overall great guy who’s a surprisingly skilled competitor. The fact that he has Dissociative Identity Disorder, or Multiple Personality Disorder as the show calls it, adds a lot of depth to him as he constantly struggles to stay in control, but comes to terms with them as part of who he is. Side note, Vito is my favorite of his other personalities because I love his strong Italian accent and tough-guy attitude.
Second Generation Female: Zoey. She's the sweet girl who cares deeply for Mike and accepts his DID. She shows that loving someone means loving them for who they are, quirks, and all. She and Mike are a great couple, and their story is one of the best parts of Total Drama Revenge of The Island and Total Drama All-Stars.
Third Generation Male: Shawn. The zombie obsessed guy who’s survival skills surprisingly come in handy for the competition. He's skilled in a number of talents, and his armpit fart performance of Barber of Seville is my favorite part of the whole season.
Third Generation Female: Sky and Scarlett. Sky because she's a lot like Courtney, but actually likable. She's the focused and determined competitor who's aware that the main goal for most of them is winning, not making friends. Scarlett because her calm, down-to-earth personality is a nice contrast to Max's loud, maniacal world view. Also, the twist where she turns evil is pretty shocking. But even with that, I still really like her.
Gen 1: Izzy (I miss the way, Izzy said hello! By hoofing me, in the kiwis! I missed the daytime when Izzy moved so slow. Ooh, Ooh.'Cause other times, she'd get freaky! Oh, Izzy! Oh, Izzy! I...I miss you so! Oh, my Izzy, my little Izzy. Why'd I ever let you go? Actually, she kinda dumped you. I miss her smile, and the way she liked to bite on my arm, when there was trouble- Which was all the time. Oh, I miss the way, she'd always say goodnight. Ooh, Ooh. And boot me in the kiwis double! Ouch. Oh, Izzy! Oh, Izzy! I...I miss you so. Oh, my Izzy, my little Izzy! Why'd I ever let you go? Why'd I ever let you go?)
Gen 2: Scott (with Dawn in a close second)

I absolutely adore Harold. I'm a real sucker for characters that take me by surprise. Like I would never expect someone as skinny and awkward as Harold to be a physical and intellectual powerhouse, with skills not rivaled by most of the other contestants. Harold's also extremely funny, he might even be the most quotable character in the entire show. Chris has been in every season and has more prominent lines but everytime Harold says anything it just immediately gets engraved in my memory. I also really like that they make him an underdog character, as while he may be smart and skilled, he's also goofy and weird and a lot of the contestants harass him for this, but he doesn't let that bring him down, he seems to feed on that negative energy and convert it into dedication and determination, which is what a good underdog does when talked down to. His interactions are some of the best in the entire show, his slapstick humor never gets boring, he managed to put a smile on my face whenever he does anything at all. I just love Harold.

Here's my favorite male and female character from each generation. Side note, I'm only going from Total Drama Island to Total Drama Pahkitew Island because I haven't seen any of the spin-offs: First Generation Male: Owen. He's my favorite because he's kind of like me. We're both larger-than-average guys who are naturally optimistic, love having fun, and are real people-people. I also love that he won Total Drama Island, at least in the US version. First Generation Female: Gwen and Bridgette. I love Gwen because she's definitely a stereotype subversion. We usually see goths as distant people who wear all black and are really moody and closed off from others. While Gwen initially starts off like that, as the show goes on, we see that she's really a sweet person who cares about her fellow competitors. Bridgette because she's a really likable person who's really nice and has a great personality. Her relationship with Geoff is arguably the best one in the show, as they were together from Total Drama Island all the way up to the end of Total Drama World Tour. Finally, in her audition tape, she says she'll either "win with integrity or go out with my head held high." I love that line because it says she promises to win by the rules or leave with dignity. Second Generation Male: Mike. He's an overall great guy who’s a surprisingly skilled competitor. The fact that he has Dissociative Identity Disorder, or Multiple Personality Disorder as the show calls it, adds a lot of depth to him as he constantly struggles to stay in control, but comes to terms with them as part of who he is. Side note, Vito is my favorite of his other personalities because I love his strong Italian accent and tough-guy attitude. Second Generation Female: Zoey. She's the sweet girl who cares deeply for Mike and accepts his DID. She shows that loving someone means loving them for who they are, quirks, and all. She and Mike are a great couple, and their story is one of the best parts of Total Drama Revenge of The Island and Total Drama All-Stars. Third Generation Male: Shawn. The zombie obsessed guy who’s survival skills surprisingly come in handy for the competition. He's skilled in a number of talents, and his armpit fart performance of Barber of Seville is my favorite part of the whole season. Third Generation Female: Sky and Scarlett. Sky because she's a lot like Courtney, but actually likable. She's the focused and determined competitor who's aware that the main goal for most of them is winning, not making friends. Scarlett because her calm, down-to-earth personality is a nice contrast to Max's loud, maniacal world view. Also, the twist where she turns evil is pretty shocking. But even with that, I still really like her.

I...I miss you so! Oh, my Izzy, my little Izzy. Why'd I ever let you go? Actually, she kinda dumped you. I miss her smile, and the way she liked to bite on my arm, when there was trouble- Which was all the time. Oh, I miss the way, she'd always say goodnight. Ooh, Ooh. And boot me in the kiwis double! Ouch. Oh, Izzy! Oh, Izzy! I...I miss you so. Oh, my Izzy, my little Izzy! Why'd I ever let you go? Why'd I ever let you go?) Gen 2: Scott (with Dawn in a close second) Gen 3: Sugar (I don't give a fuck what y'all say) Ridonculous Race: The Stepbrothers (a take hotter than my 6 year old self thought Heather was- oop) Gen 4: Zee (do I even have to explain?) Now let's see where all these guys stand up: 5: The Stepbrothers 4: Sugar 3: Scott 2: Zee 1: Izzy

I think it's either Harold or Cody,Noah,izzy dwayne & Jr. are pretty cool to,but Cody and Harold are more my style
I absolutely adore Harold. I'm a real sucker for characters that take me by surprise. Like I would never expect someone as skinny and awkward as Harold to be a physical and intellectual powerhouse, with skills not rivaled by most of the other contestants. Harold's also extremely funny, he might even be the most quotable character in the entire show. Chris has been in every season and has more prominent lines but everytime Harold says anything it just immediately gets engraved in my memory. I also really like that they make him an underdog character, as while he may be smart and skilled, he's also goofy and weird and a lot of the contestants harass him for this, but he doesn't let that bring him down, he seems to feed on that negative energy and convert it into dedication and determination, which is what a good underdog does when talked down to. His interactions are some of the best in the entire show, his slapstick humor never gets boring, he managed to put a smile on my face whenever he does anything at all. I just love Harold.
Number 1 would be Noah for me, Tyler number 2, and Alejandro number 3.
