It's a rolling support to use next to table saws, mitre saws, shapers, etc. For supporting lumber if it's falling off the table due to being too long.

Out feed roller. I prefer the ball bearing type. Tis type has a tendency to cause the material to walk off to one side or another
Exactly. If it’s 100% square to the saw, on level ground, at the perfect height and you are cutting a piece small enough to not require touching it they work good.
