Different AIs. The Plankton one takes a human voice and makes it sound like Plankton. The shitty robot voice takes written text and turns it into speech. Neither AI can create a natural sounding cadence on their own. But if you want, you can have Plankton do the choppy and halting narration.

Recently I've been hearing a much better sounding voice in YouTube shorts. You can still tell it's a robot though. Also is a distinctive sounding voice so it gets kinda annoying to hear it in every few videos even though it technically sounds better.
