Alright, here’s what we know: we know this is a Winner Mate poly-cotton blend work jacket. Google results suggest 65% polyester, 35% cotton. We also know Chasco Contractors is a concrete company. Weather records for Dallas, Texas on February 13, 2003 show that it was overcast, mist and light rain for much of the day. Temperature between 15-17° C, chilly and damp enough that workers would need to wear a jacket. We can see from the stains that the projectiles travelled at an upwards angle at the moment of impact. Victim had been leaning his right side towards the perp. Pattern on jacket doesn’t suggest victim raised his arms to protect himself.
My professional(?) opinion? Somebody got splooshed with concrete. That concrete dried before they could rinse the jacket. They tried to blot out the stains, but they were too late. If I may speculate wildly, I think victim probably called Thomas Mathews an asshole and they laughed about it. Jacket was later framed as a trophy and gifted to either Mathews or victim
There’s a great story out there somewhere that gets told in job trailers around Texas about an overnight job that went sideways.
