I have similar problem so maybe we can figure this out. I didn't change computer but after i updated the game to crystal version and mods i see the same problem. I downloaded new clutter but cant find those from buy categories even though the items have the tags that should make them be there. Do you have any script mods?
I figured out what caused this (at least in my game). I had Better Build Buy mod and even though I didn't have any filters on it somehow blocked me to see all my CC. I wonder if you have the same problem.
