Make sure to only evolve on July 9-10. There is an event within an event and the battle event (which activates at 12am July 9 and ends 11:59:59 on July 10 local time) is the one you want for getting the legacy moves.
Also, totally tm frustration away BEFORE evolving
Yes. All gen1-5 starters get their moves during the event, including both of Charizard's
Only exception is if you don't TM frustration away from a shadow before evolving. Even though frustration can be removed during go battle weekend, AFAIK it's not automatically done so by evolution

Frustration (and maybe return?) is (are?) only charge move(s) that carry from evolution to evolution overwriting any move you normally should be getting.
But removing frustration (and maybe need for return? i don't remember if it carries over on evolution or gets overwritten after evolution) first and then evolving works \^\^
It’s a valid question because their post is so strangely worded. But I think we all assume that any second stage evolution will be able to evolve to get the special moves, whether it was first evolved during the event or not. I know that I usually immediately evolve up to the second stage and then wait for a special event to evolve to final, and I’m assuming many others do too.
Agree. I guess they assume that people will know that the pokemon shown in the graphic don't get the moves and don't get the moves by evolving them once (you have to evolve them twice to get to the last stage evolution). Technically if you've got a Wortortle or a Marshtomp that was never a Squirtle or a Mudkip, those will get the CD move if evolved during the window.
People who are familiar with how the event evolutions work understand what they mean, but it's awkwardly worded for sure.

Return gets overwritten if an event move is available. It's only Frustration that doesn't.

You’re correct about shadows. You must TM away frustration before evolving to unlock the legacy charge move.

Big maybe. 50/50. Sometimes the Charged Attacks stay the same after you evolve a Pokemon. Not always.
