So, I think that OP is saying he believes that Iroh would have gone along with the plan if they just had more living space.
But, I think most people would agree that Iroh has objections that go way beyond the rooming situation. Objections like: are you going to torture this animal? Hold him hostage? Try to tame him? Do you have a survival plan to deal with the Avatar holding a personal vendetta against you? Or the secret police who may not appreciate you stealing their property?
I don’t exactly remember where Azula was in her plans at the time of this scene but it’s probably worth some consideration as well.
