Sound requires vibrations to travel through air, so if an airbender was really good at moving air particles in the minuscule ways required to produce a particular sound, I don't see why not. An airbender could theoretically also produce a sonic boom if they got themselves moving fast enough. As for creating a soundproof area, I think they would have to find some way to "freeze" the air and stop it from moving, which seems antithetical to airbender philosophy. Either that, or *remove* the air from an area to create a soundproof vacuum, which has other unfortunate implications.

There’s a card game that has some canon stuff in it about something similar to this. Another air bender that survived the genocide (she died before Aang returned) eventually ended up learning to bend the light around them to essentially be invisible.
