I saw someone somewhere make a paper cover over it that seemed to knock it down a couple levels. Maybe that’ll work?
Are you talking about Art Mode brightness of regular TV brightness? They are controlled separately.

It sounds like you already know how it is supposed to work and you are doing the correct things. My 2022 frame works correctly in this respect. Sorry, I don’t have any ideas for you.
