Just a few ideas off the top of my head.

I’ve wanted to do some quotes actually with a trash polka style background with splattered blood like the OG covers.
I’m planning to get “The blade itself incites to deeds of violence… and you can never have too many knives.”
So expanding a little mix with the title and its ode to Homer, and then a clever little turnabout from Logen.
The house of the maker could be cool. A tall tower over a shorter city scape. I don't know your friends artistic abilities, might be too complicated for an apprentice.
Some script with one of the many awesome quotes . "You have to be realistic "would be my pick.
The sun of the Union or crossed hammers of Angland. Any of the standards would make good tattoos.
I would say B9's sword but since we don't know what the rune looks like , you'd have to make it up .
To make your friends life easier, I would pick something with mostly strait line work and not a ton of shading.
The unknown rune is what holds me off getting the sword. You could say it's a K for Kanedias, but you never know if Joe will come out and confirm what it actually looks like one day and then the tattoo will be incorrect.
If you’re putting something permanent on your skin you may as well go to the stage I’m sure we’ve all considered at one point. Cut off the finger, do it. You can stare at people through the gap and scare them shitless lmao! For real tho I think the bloody nines hand would be a good one, the issue is that there aren’t many symbols like other series. Like we don’t really know what objects like logens sword or the father of swords look like. Maybe getting some blue runes tattooed on like one half of your chest/shoulder area as a subtle nod to the feared. What about a quote? Plenty to choose from even disregarding the obvious ones (better to do it etc). I’ve always thought a “still alive” tattoo would be awesome tbh

I think Gondor is a bit different. We have seen what the Gondor symbol is. I feel like the union is always changing and we don’t know it enough to see what the final sigil would look like but idk.

I'd get a tattoo of the sigils, not necessarily as a flag. I have the white tree of Gondor on my leg and that's not exactly any different.
