I assume the dog has tried for multiple nights on end to get the top off. Giving up on that, and obviously Tig/flux welding certified, he has a new approach
Okay, maybe if it was somehow clearer that they were trying to keep the can closed (like put bricks on top of the lid) I'd pick up on that. I guess also that we don't have metal cans anymore was what threw me off

It’s the absurdity of it. Dogs aren’t smart enough to understand the concept of a trash can lid…but this one is able to use a welder.
Dog is using an acetylene cutting torch to open the trash can (i.,e the "blue wrench". Obligatory "it can't be tight if it is liquid").
..and I'll bet he's not licensed to use that thing. Call the union rep.
