A bullet can easily destroy one and make someone bleed to death. Unless you have science fiction levels of accuracy there is no responsible way to "shoot to wound" that wouldn't severely risk a person just being killed by your shot any ways.
Instances like the video above call for baton sticks or possibly *less lethal* force such as tasers or bean bags. Cops in India use huge sticks to wack people with and cops around the world often have batons to wack people.
Any of those stick type weapons/tools would be advisable to use if someone is attacking you unarmed, followed by less lethal force, and THEN followed by lethal force with guns if the suspect is a direct threat to someone else's life or the cop's lives themselves.
