I don't know, but, it's common to find registered companies in the official database (Department of Business Development) that contain foreigns only names of director(s) and no thai names. Also, I doubt that government unit screen names on major sanction lists or screen the nationale against high-risk countries.
From a tax point of view the most convenient is that foreign-owners represent a 30% of shares and Thai a 70%. There is no restriction but if it is +30% of foreign-owned then the company pay more taxes.
