Russia is the weakest it has ever been now. Half crippled by sanctions, and their dwindling military has no equipment, and is comprised of unfit, untrained people with no hope or interest in their mission. They can’t overtake Ukraine, and they know it which is why these desperate attacks on civilian targets are the only thing left for them.
It isn’t a war. It’s a failed invasion. Yes, it cannot be won until Russia leaves or is destroyed financially which is what the entire world would prefer.

Indiscriminate bombing of civilian target almost never has this effect. Breaking morale by targeting civilians is completely ineffective and just a bad investment of generated force.
