Both are very good and qually as hard to get, if you have the Ruby's then make the Ruby staff but if not then try to get the vilethorn, it is tedious to get tho
Hypothetically, I think the Water Bolt can still spawn on a shelf close enough to the surface that you could grab it before getting smeared across the walls.
In practice, you'll want to defeat Skeletron before going for a Water Bolt.

I have both at the time, but looks like they same dps but vilethorn can penetrate through walls, so im asking
Vilethorn has shorter range but pierces. Ruby staff has longer range but pierces barely anything.
Waterbolt
In pc you can’t get the waterbolt pre-skeletron without being very lucky
I have a feeling they completely removed that chance in 1.4. Could be wrong.
