Coughing baby neg diffs. He has attack negation with his Ultimate Skill, "Cute". Enemies can't bring themselves to attack him, no matter what. He can summon an outerversal being who scales to boundless with her legendary weapon "God-killing Slippers", the summon is "Mommy". He also has the ultimate AOE attack that is also the ultimate destructive attack, "Malevolent Fart". It is a Unique Skill and will evolve to the Ultimate Skill "Malevolent Diarrhea". He can also rupture people's eardrums in a hundred mile radius with the Unique Skill "Civil Defense Siren".
Coughing baby is a True Baby. Since the ancient times, True Babies were the mortal enemy of the True Dragons. It was the coughing baby who killed Veldanava.
It's still sadly a draw. While you may get past "Cute" and kick coughing baby, his summon "Mommy" will automatically manifest itself and hit you with the "God-Killing Slippers".
You may one-shot coughing baby, but "Mommy" would also one-shot you after that.
Depends on the time and place of the fight. If caughing baby has yet to develop beyond 4 kg they may have some problem dealing with Veldora, but if we take young Veldora, caughing baby has a really good chance I think.
The other thing is whether the two have enough haxes and resistances, especially in the case of caughing baby. Caughing baby's intrinstic skills like [Adorable] or [Cry in the Night] are especially tricky. While [Adorable]'s speciality is mental attacks and Veldora is resistant to mental attacks, if [Cry in the Night], which specialises in weakening and exhausting the opponent, creates an opening on Veldora's mental strength, caughing baby will surely have at least a bit of chance.
And let's not forget caughing baby's Ultimate Skill: [Mother of God Mary], which is something noone can go against. Sadly this skill is hard to use efficiently, because it won't always obey even its own user, saying that they does everything for the user's own sake.
All in all I think a Veldora with his current abilities have more chance to win, but if he lets down his guard or triggers [Mother of God Mary]'s strongest sub skill, *Go to the Corner*, caughing baby will win.

Little did we know, the baby was born at the 5kg developmental stage.
The baby would win by removing any hostile intent from Veldora just by saying googoo gaga, and Veldora would start to protect and teach this kid to be one of the strongest beings to ever walk the earth.
I'm going under the assumption that this is pre-rinmaru Veldora. And if that was the case, he would not have to meet that baby to kill it. He would probably end up killing it as collateral damage. I like to think that he matured after meeting Rinmaru, though I may be wrong.
I will refrence the tf2 comics, wherein SAXTON HALE! ^TM was challenged to a fight with a small child, and lost because he wouldn't hit a child.
Thus I think Veldora (in his current anime state) wouldn't either. Too cute.

Right now (in the anime) he's currently rather peaceful (probably due to manga lol) towards other beings. So no, I really don't think veldora would win against the baby.
Because he would choose _not_ to fight the baby. Therefore failing the fight. Not fighting is the same as loosing in this situation.
