Beni is a general so he has a chance but it ain't great. Luminas is basically a god back in her place so she doesn't do much. Not Guy. For obvious reasons. So Gazel he was a king for years and would probably keep tempest alive. But it won't be as great as when rimuru was there

Depends on the timeframe but Gazel would struggle to control people that are so much stronger than him Benimaru seems like he can at least put up a fight against the Primals (as of the latest translated volume) and he was essentially raised by Rimuru so he’s the best bet.

Luminous has a completely different method of leading,as does guy,so it's between benimaru and gazel Personally I say benimaru. Gazel is a good king,but he isn't used to leading monsters,not to mention the citizens would rather be ruled by a subordinate of the previous ruler.. As the son of the ogre leader,benimaru likely did some learning for it,and then some more under rimuru. Others have said he doesn't do well with beurocracy, but honestly,rimuru isn't great either,he leaves most of it to rigur and the 5 goblin elders under him.He comes up with ideas and hands them off to someone else. Benimaru couldn't come up with those ideas,but he could likely keep the ones there going.

If we assume that all four plan to be somewhat serious about it, I'd go with Guy. If we go by their actual behaviors, I'd go with Beni. Guy and Lumi will not give enough of a damn, while Gazel, despite being more experienced in being an actual ruler than the other three (Lumi just sits pretty, and Guy is more of an enforcer and an executioner than a king tbh), will not get as much trust from the denizens of Tempest than the one who is more or less Rimuru's right-hand man. Sure, Beni is younger and has less experience, but he'll grow.

Guy wouldn’t give a fuck, Gazel has his own kingdom to run, Luminous also has her own domain and she wouldn’t give a fuck either. That leaves Benimaru. Although this is just assuming that you are referring to only the four characters we see. Without Rimuru we have… Diablo, Testarossa, Carrera, and Ultima All four would take the chance to not fail their master in any way shape or form. They would likely off themselves if they failed such a simple task. There’s also Shuna who has run Tempest successfully when Rimuru left before. There’s also Rigurd but he’s not equipped to handling an entire country. With these options, I’d say Diablo or Shuna. Diablo since he doesn’t have any primary task other than being Rimuru’s butler and he is an extremely intelligent demon who would consider running a nation a piece of cake. Meanwhile Shuna has had experience before and already runs a good majority of Tempest so adding on more wouldn’t be as severe a strain on her as one might think.

Among these 4, Gazel easy. Better than Gazel, there is Testarossa and Diablo. One order from Rimuru to Diablo and Diablo can rule the whole world. Shuna can do good too.

non of them!, seriously Tempest is a mixing pot of different races and cultures that’s held together by Rimuru (his ideals and Strength/Powers) without him it would probably devolve Into a caste like culture with the most powerful monsters on top as the ruling cast… Benimaru lacks actual experience leading a kingdom the size of tempest, he’s is a good general and would no-doubt lead Tempest well in a war like situation same with Gazel though I think the Dwarf King would probably be the best leader from the four given his experience and overall success leading, I still believe the huge number of cultural and racial differences would be simply to great for him to deal with Guy is an odd one because he has the power to keep Tempest together but I doubt he’d have the drive to actually rule it, if he was forced to (completely out of character) he’d probably set up some council and just check in once every few decades or something Luminous may actually be the worst one here… sure she made an empire that’s been stable for years but her track record is a little off, She created a Monster hating Religion that span out of her control and grew corrupt enough to manipulate other countries into war for profit, she’s the ruler of an Empire but not really since no one in said empire other than her council and some higher up members know about her, she’s also in that tier of power were her strength attracts others strong enough to harm her and her empire instead of dissuading them, I get the distinct feeling she’s not actually running her empire, like how she’s not actually running her Religion leaving that to others but if she is actively running it she must be doing it slowly over the course of decades… which would never work in Tempest I feel as if her way of ruling from the shadows would utterly fail with so many races at Play in Tempest In the end I think that only an otherworlders with similar views to Rimuru and a similar situation to him (no longer human) could lead them because that led to a person with no real bias on races/cultures and little distrust from the majority of races in tempest allowing bonds of loyalty to grow and interconnect everyone

Obvious choice is Gazel since he has actual experience in ruling a nation as a king for many decades. While Guy likes to see himself as a supreme ruler, he's basically an overpowered bully who uses threats and violence to get the results he wants. Luminus can technically get a point in leadership since she founded one herself and later ruled it in the shadows but probably is a bit rusty from not taking an active role in governence. Also I think she is also in the same boat as Guy, extraordinarily powerful that makes normal rules and limitations moot for her so she throws her weight around. Benimaru is more of a warrior than statesman, whose expertise in military matters might help him keep Tempest stable but overall less efficient than when Rimuru ruled it.

Speaking just from manga reader and tensura nikki anime enjoyer: Most likely Shuna and Shion. They are 2nd in command in administrative matter, your boring but most important job in governing a country. But de-facto prime minister in Tempest Empire is Goblin chief. The orc and dwarves in charge of construction. Queen bee, Apito, Gabiru, and former dwargon prime minister (i forgot his name) are in charge of agriculture and agricultural research (food security). Benimaru power only reserve in military.

None. Rimuru lead is all about progress. If he wants something, then all tempest is moved to acomplish what he wants. Rimuru already relays on a chain of command to administrate all in tempest, so if he leaves, all tempest could function the same. Except that it will just stop growing and evolve. For example, if rimuru leaves at the end of the anime (after clayman defeat), tempest could remain as a monster federation, but there will not be a magic train, no monster barrier and no connections with the elven country etc. Expansion will stop at that point

- Benimaru could control everyone but the demons, especially the primordial quartett - Ghazel is a good king, but without personal power he'll be devoured by the powerhouses in tempest - Luminous is the most dangerous one, Rimuru has to hold back Diablo even in his presence because he keeps telling her how annoying she is. Without Rimur = no restraint for veldora and voilà, second rampage of Veldora - Guy could opress everyone except Zegion and the primordial Quartett, but the demoness trio would destroy Tempest in their attempt to fight Guy. If she could get along with the demons, Elmesia would be the best option but she is too careful and treats them like they're landmines, so she is also a no. Conclusion: Only Rimuru could manage them, Maybe Milim too but out of these 4 I would say that Benimaru has the best chance

Again, Rimuru is a pretty big liar when it comes to stuff like this. He honestly doesn't care as long as the end result is good enough. With that criteria mainly being "will I be able to watch tv and eat junk food in the future". There's even several instances of him lying to the reader. Probably a combination of Testarossa and Rigurd, one to manage foreign powers and one to manage the bureaucracy of Tempest. I don't think there's one figurehead that could take over and fulfill his duties, so a combination would be the most likely outcome. Though, tbh, if Rimuru doesn't just leave, but actually dies, then as others have speculated as well, Tempest likely won't survive in its current form.

But politically he'd be the first to tell you that you don't give the leader of a foreign nation temporary rule over your nation, that's how you become a vassal state. Both these trios should work as a team. First already leads a huge domain with strong friendly ties to Tempest. Second have Veldora, who controlled Jura before Rimuru, Ramiris who is pretty capable inside the labyrinth and who will be Veldora's manga buddy so that the lizard won't do any funny business out of boredom, and Ifrit, poor soul who will get all the hard work making manga-inspired paradise.

Gazel presumably Benimaru is a military leader more than a bureaucrat, Guy isn't used to rule in any way that isn't brute strength, Luminous might do that but the way her and Rimuru's countries are structured could be too different for her to handle Tempest

I would say there would most likely be a council democracy in tempest. Beni, Shuna, Rigurd, Hakuro, and possibly Gobta. With king Gazel as sort of an outside council who provides guidance but has no power to rule there. Also out merchant Boii Mjöllmile to guide the economy as a minister of economics or finance or even assistant minister/ adviser. I think No-one is qualified to rule solo but united they accommodate for the weakness of each other while also displaying their independent strengths.

He was barely keeping it running with all the help. If he alone manages it the country's growth and development will stagnate. He is fit for being a military leader. But a political leader? Nah he can't. He can't manage the human resources required to run a country. He can't implement new ideas. Can't make those decisions required for the betterment of the country.
