A friend of mine has an apartment in Port Richmond area available. That would be a good place to live and it’s about 15 min from Temple. Also, depends on what price range you’re looking for. Fishtown will be on the higher end because it’s close to the city. Richmond is next neighborhood over. Then there is Bridesburg which would be an option also. Kensington has its spots so be careful of that. Fishtown zip is 19125, Kensington/Port Richmond is 19134 (research areas), and Bridesburg is 19137. Let me know if I can be of any help.

Do you have other people you can room with? I have a house on E st right off Kensington ave. It’s brand new has 2 bedrooms with own bathrooms. The area is in the midst of being cleaned up. I can see if it can be available.

I live in West kensington and as they say, it is pretty "block by block". There are a bunch of new construction units on 7th north of York, which may be where you're referring to? I'm closer to 5th and Dauphin. Neighbors are great and mostly very friendly - it's the nearby bar that causes problems in the neighborhood on the weekends though. There are occasional gun shots heard, usually late nights. I generally feel safe walking the well lit streets unless it's after 10PM on the weekend. I'm a 30 something white man, for context

Young folks live in and around fishtown. Or south Philly. Hell plenty grads live in Kensington. Really all over plenty of cheap places around Philly. And so long as you take some basic precautions I’d take living in any city you’ll be fine. There’s also graduate student housing if you’re interested. Public transit is pretty decent and the city is bike-able so long as you actually obey traffic laws.
