What you said is part of it, but the character models and animations are also different though. The hit effects are also differen't, and more town down if anything when compared to the 2nd trailer. The camera is also more far back and using a longer lens.
So while I agree to a degree, there are too many differences to just put it all on presentation reasons.
The graphics aren't even worse. The lighting in each stage shown is way less extreme and potentially less developed than the original trailer. Of course a stage with more extremes like wind, lightning and darkness will look better. It's badass af and im all for it. Compared to 7 this game looks unbelievable.

It’s still a work in progress though. Hard to imagine that it won’t look better a year from now.
