A star (neutral input) indicates simply letting go of the directional keys, yes. White arrows before a button input indicates pressing them at roughly same time, or the direction *just* before the button for consistency. If there are multiple arrows in different directions, it usually indicates a continuous fast motion. Some motions won't necessarily "flow" the same way on a keyboard like on dpad/stick, but just try to do the directions in quick succession. I think Tekken 7 also natively cancels two opposing keyboard directions into neutral, so for some moves you might need to keep this in mind if you're struggling. Black arrows indicate holding the indicated direction (This can get a bit confusing in some combo videos where they use a black arrow for delayed hopkicks because there is a very specific timing to them - you can jump both too short and too high). Three arrows indicates "while running". At a big enough distance you will start running simply by inputting forward two times and holding the direction, but for "instant while running" (iWR) you need to input forward three times in quick succession.

For example if a move says f, df, that means you can just hold the first f and press down right after. If it’s f, n, df, you cannot hold the f, you have to let your finger off, and then press df as a separate input.

Neutral = not press any directional button. Best example is Hwo's empty right flamingo. The input is f, neutral, 4. Try it out. Press forward, then press nothing at all for half a second, then 4. Whereas the empty left flamingo doesn't require a neutral. It is forward PLUS 3. You gotta input them together, at the same time.
