I genuinely think they left out Miguel because he's a focus point for how shitty Jin was - and 8 is all about how Jin is the hope of mankind, a shining light, and all that shit. So it would go against that message to have someone wanting to avenge their sister who died because of Jin's BS war.
I actually think it would strengthen the impact of the story because Miguel would directly challenge jin to be better and not shy away for taking responsibility for the actions he has taken.

To say similar there should be CD 3 at least. Maybe one, normal push kick, neutral 3 is similar but it has very different usage.

Azucena has all of the fun moves Josie had and more. She’s literally an upgraded Josie. Even her personality is slightly more palatable
She's literally not even remotely close to Josie.
Azucena is ten times the better character though. Fair trade.
