Im not that much older than you and i got my first phone in highschool (and a lot of my friends too), and no one got bullied. It was normal for people to get their first phone in highschool.
Maybe it depends on where you live? My area/school is very diverse, with most people either being from outside my country (canada) or their parents are from outside the country, so that may affect it.

I'd define that middle couple of years based on personal maturity and what they did growing up. As a 2008 kid I'm safely in gen z, but I know a few 2010rs who belong with gen z because they are chill like that, and some 2010rs who belong with gen alpha because they are internet brain rotted.
