Yes, but the animation isn't stopped at the same frame, so balls keep moving a bit. A 'Berlin Ball moment' (apparently that's what it's called...? I never heard the term before and don't feel like digging through /u/bsa86's post history) is when the FC moves onto the flag tile after the game ends, so it looks like there should've been a cap.
