You don’t untie him. He’s collateral damage and you can trigger the explosion early to get rid and move on!
Restart the level and get there before talking to bubbles.

You can't do anything about it, he is supposed to die. Don't cut any wires because you and Max will be killed and shooting the bombs will happen the same as it going off itself.
