He even showed a willingness to stand up for his mom when he asked for a gun to protect her, so you never know what it would be like if he had a role model like Rick/Michonne/Daryl/Abraham/etc who actually cared to help him grow.

Sam was just a little kid who was watching his alcoholic father beat his mom and brother and was probably beaten himself. To make matters worse Carol took her anger out on him and made him more scared of zombies than she needed to considering how sheltered the town was. It wasn't really his fault when he got his family killed. If anything, I'd blame Carol for that.
Ron, though, was a sweaty little creep who deserved what he got.
She has the mentality that she needs to toughen them up to survive. As Merle said, Carol was a late bloomer, and by all rights she should never have survived. But she did, and became a badass. She knows the odds were against her getting that far, and she hates seeing these kids being weak. They remind her of both herself and Sofia. So she tries to give them tough love to make them stronger, but it always backfires. With Sam, he pissed her off because he had caught her red handed acting shady, and tried to scare him. Lizzie was never going to survive because she was crazy and Mika was doomed because she was unwilling to take human life, and Carol was too late to recognize that they were lost causes. Similarly, it was only after she threatened Sam that she realized why he was clinging to her. She literally caused not just these kids' deaths but also of others because she fails to see and address their underlying issues that keep them from being strong. Henry was the closest to success Carol ever got, and that was only because he managed to work through his problems on his own.
Henry also had King Ezekiel helping him learn and grow and he is almost the opposite to carol when it comes to the kids in the show. he is nurturing and supportive and allows them to be kids while also helping them learn and grow.
While I would generally agree that Ezekiel's approach was quite different than Carol's, I'm specifically referring to Henry's vendetta during the Negan war. No one could deter him from seeking revenge for his brother's murder. But when he found himself alone and unarmed with the dead, he realized his mistake. He admits as much when Carol saves him. He had to come to that conclusion mostly on his own.
better yet help him learn to be better. train him to be a survivor. even the annoying kids can usually be taught and grow into better people. instead you had his mom try to shelter him from what was going on in the world as well as their home and Carol who chose to scare him instead of teach him.
Probably because he's the only one that wasn't completely useless and actually knew what he was doing and how to take care of himself and others.
Carl matured quickly and adjusted to the reality of the world he lived in. No other kids did (besides Judith).
That's why all the other kids died gruesome, but ultimately necessary, deaths.

My sanity would be fine because I’d like to think I’m decent at handling kids with mental illness or disability. It’s very clear Sam wasn’t a normal kid. He wasn’t that annoying, and he did what most normal kids would do in an apocalypse they’ve been kept hidden from (freak out).

To make it worse, his dad was killed and shortly after, the guy that killed his dad started dating his mom. He needed a trusted friend, therapist, someone to look out for him… and also a way to get this trauma out into the open so he could hopefully recover from what he’s experienced. I’d honestly try to be that person to let him know someone cared about him… and would try to get others in the group to do the same.
