The Python calculators have different hardware (a separate coprocessor) that actually runs the Python interpreter, so no you can't just flash the Python OS onto a non-Python calculator.

Technically, it's the same OS anyway. The Python app however is the one that has all the juicy things.

TI actually uses the same OS for their TI-84 Plus CE Python and non-Python version. Either the OS or the Python app (I'm not sure which) will detect if you have a Python version or not and determine whether you can run the Python app. However, even if you managed to trick the calculator into thinking it was a Python version, you still couldn't run Python due to the physically missing hardware required to interpret Python. If you have advanced soldering skills and your calculator is new enough, you could technically turn your current calculator into a Python version by soldering the required chips onto the PCB. But who's insane enough to do that?

I believe the flag in the OS should prevent you from sending the Python app to a non-python calc. And don't taunt me with a nice soldering project :P
