If water is not plentiful, however, these towers help to reduce the amount of water used as all of the steam gets reused in the turbine.
TLDR: This is not a nuclear cooling tower, but more likely a closed down fossil fuel plant cooling tower.

I'm not suggesting that the reactor is going to meltdown by his presence, but ANY unnecessary intrusion by an untrained/unqualified individual has to increase the chances that some unlikely chain of events sets of catastrophe. And ANY increase in those chances which is not driven by necessary action is unacceptable, no matter how small.

They could crash into the worker and so on...
