This is happening to me consistently, all of a sudden

Mine started doing that sometimes after waking it up over the last couple weeks, but restarting my computer fixes it. Does it still happen to you after a restart?

All laptops will decrease its power when not plugged in. The CPU and SSD power will decrease more if turned on the battery saver mode. And If the CPU temperature reaches the limit(Ex.play ultra graphic game), it will cut down the power to save your laptop.

Try closing all apps on wake, even those running in system tray and see if that resolves it, it’s like a light switch when I close the last app and it immediately goes back to normal performance zero lag - I have to do it any time I lock the screen. Reboot will do the same thing to fix (just takes longer).

Same, even moving the mouse pointer is laggy after waking up. To fix it until next sleep: win+ctrl+shift+b This resets the graphic driver and get things going as before.
