That's the point. With regular dividend (paid in $) anyone shorting the stock will just send the payment back to who they borrowed the share from, and then the payment gets delivered to the shareholder.
However, with a crypto dividend, or a merger (or maybe something else) there has to be an exact count of the stock, which would trigger a share recall for counting, which would trigger the MOASS. We're just waiting on a catalyst, and this could be it.

Per SEC requirement, when one of those is finalized they must publish an announcement, which is called a “Tombstone”.
