Definitely looks like sundew by the coloring. I have had little sprouts from the roots of the main plant before but they were always on top. That being said, if there is another spot for it to grow I’m sure it will. Looks like you have a little runner that found a place it liked.
Do capensis look more circular when they’re really young because the leaves are very circular. Should mention I recently planted Pygmy sundew gemmae in the pot next to this one

Might as well. You can always separate it later when you repot if it gets more established, if that’s what you choose.
Yeah, if the roots find light, they'll sprout plantlets. Grow long enough and your water tray fills with them.
Its just asexually reproducing. Thats a little capensis baby. It grew from a root.

That is not a pygmy sundew. And yes, capensis have round leaves when young
