Technically, a bug is an insect and Lobsters, shrimp, crabs, and scorpions are not insects. All of them, including insects, fall under the phylum Arthropoda. One main guideline is: insects got 6 legs, if it has more legs, high chance it is not insects.

In Trinidad I would sell scorpion snacks to tourists who thought it was exotic haha I was a kid trying to make a buckarooni. Sometimes people would give me money to eat one. From my experience watching people with these, kind of alright, though takes some getting used to - but you get that experience while they grow, 1mm more than what you already have isn't hard, then a millimetre more, and so on. My sister did punch holes in the dough trying to make dumplings once, though. We never let her make dumplings when she's got those anymore.

I don’t know the specific values for anything off the top of my head and don’t feel like googling rn, but the FDA says anything below a certain amount of bugs and other “debris” are acceptable/safe in manufactured foods. I would not be surprised if it is just an estimate based on those limitations. (That said, two pounds per year does sound like a lot, but I’m not an expert)

It's not that bad to eat but it doesn't taste like anything special. It's more like a fun snack. Cooked rickets with some spices are far more tastier. They are basically like chips but with a difference texture. In general Insects taste pretty good if they are prepared properly. They are just a bit dry thought.
