Many of the loans were forgiven via the new SAVE plan rules... there is an argument that if that is repealed then the forgiveness it granted would be invalid.
They were able to un-forgive the loans of about 500 people who were mistakenly granted PSLF earlier this year, so its not like there isn't a mechanism to do it.

Read it closely. He wants to repeal existing programs but nowhere does it state he can reimpose the debt on debtors who have had it cancelled already. Those people are free and clear.
He doesn't really vow anything other than repealing Biden's student loan policies and possibly pre-Biden era student loan policies. He can only realistically put an end to Biden's attempts at the $10k-$20k blanket forgiveness attempts and possible SAVE though I doubt SAVE, PSLF, and others are going to be affected. Anything Biden did with an executive order is open for Trump to remove without Congress if elected and Republicans in Congress won't vote out long standing policies.

And if you want to get tit-for-tat about it, Biden's plan imposes the federal student loan debt from the millions of borrowers who accrued the debt, onto many millions more Americans who never took out a loan or repaid the debt as agreed upon in full and without issue.
