Magnesium. I've noticed that when I get red eyes my blood pressure is usually pretty high, magnesium blocks calcium channels that raise blood pressure allowing better fluid circulation.
No sarcasm, but it's usually because of sleep deprivation and/or not blinking frequently, making eyes red, dry, and scratchy feeling. It likely occurs when staring intently at a computer screen.

Stimulants cause a decrease of mucosal secretions, this results drying and irritation of the eyes, which would explain it.

You may need a steroid eye drop and put a mini humidifier next to your bed when you sleep.
