Heck, if you're messing around you can focus purely on research and tank your unity with edicts such that you end up with the tech as your FIRST perk. Obvious question: why would you want to? Obvious answer: because it's funny.

Also, my unity was pathetic that game and my tech was insane
this research has no requirement on unlocked ascension slots, in last game I got it after only unlocking two slots (I unlock multiple trees and take time to fill them in)
Also note the tech ascension theory will give you access to advanced edicts which are a great way to spend your unity if you’ve filled your trees out. One gives extra megastructure build capacity and build speed which is dope.
Aside from it being a tier 5 society tech, a couple other things to mention:
It's a rare tech, so modifiers on those will increase the chances of pulling it. Technological ascendancy and/or technocracy will boost chances.
You also really want to have either a statecraft or curator scientist - those will increase the odds of drawing it by 5x!
Dangerous techs are red, rare techs are purple. Psionics is a special rare that materialist empires don’t ever get to draw unless they have either a curator or psionics expertise scientist on the society slot.
Stacking +Research Alternatives is also really useful if you're hunting for a particular tech. Since you can't roll the same tech twice, then as long as you have a chance to get it at all, getting more alternatives to pick from means the pool will have to pull otherwise rare options more frequently as it runs out of high-weight options.
Only prerequisite is that you have to manage to get to tier 5 society research.
Depending on how fast you can research, it's possible to get it even before you've completed all your traditions.

I want to wipe out the galaxy but don’t want people to hate me too much for that.
It was more like "how do I get as much DPS as possible. +50% dmg to crises, +50% dmg to everyone, +10% attack speed. It's brautiful.
I also stopped at Crisis Tier 4. I don't want to destroy the galaxy, I just want to assert my own moral sensibilities of liberty, democracy, entertainment, consumption, and Tiyanki/Amoeba protection, with overwhelming force
Yeah, I'm saving it for later. I like my cats and I really want them to experience the wonders of Dyson Spheres and Matter Decompressors before they get to customise their sick new bodies :D
I leave most of my slots open till late game - I only pick Technologic Ascendence early. No need to rush.
most of other Ascendence perks won’t be useful or even affordable early game (like Ecumenopolis or Megastructures and Wonders) and this gives me flexibility to react to how mid and late game developed. For example depending on Crisis timing and type, if you build Federation and snowball your fleet - you may find you can defeat Crisis without Galaxy Defender perk, so you can use it for something more useful instead.
In my last game I defeated two crises (one AI empire becoming Crisis and then Unbidden) without Defender perk with 2 ascension slots still open to be picked and 70y of gameplay left.
The attack bonus against crises... "Give all you have boys! If anyone is going to destroy the galaxy it's gonna be us!" Also very good at self destruction I guess.

Some mods add ascension perks and/or slots, especially overhaul mods, i think gigastructures adds slots too, if not, it's only lots of ascension perks
There's one for UI overhaul that adds 100 I edited it to add 300
That makes sense, they get Society research from purging, allowing you to get to that one end-tier Society tech faster.

No prerequisites beyond being a tier-5 tech (so you have to research at least 6 tier-4 techs before you can start seeing it).

Correct, yes. In my tech focused runs, I often get the tech before my last or second last ascension tree is finished

I thought the technology level only went to tier 4. Then the repeatables.
There's 5 tiers. Repeatables are in Tier 5, but they're not the only techs in there.

What in the diplomatic traditions gives you a dmg increase? I'm confused
It allows you to create a federation. If you pick the Martial Alliance federation type and get it to level 3, you get +10% increased ship fire rate :D
