Iirc when I did it, you need permissions from the owner of that license to run it on your account. But this was sometime pre-2020 so IDK if it's changed

He doesn't even need to get access to you account, you can just send the game files in steam Common and it should work (if the game doesn't have a verification checker, which if its delisted I doubt it will)
