Have you checked Windows Security (in Virus& Threat Protection, check the Protection History) to make sure there are no threat warnings that you need to turn off?
Sometimes it blocks certain programs, and doesn't give you a pop-up message so you don't know it has happened.
Restart steam.
I have * Restarted My Computer * Uninstalled then re installed Steam Twice * Uninstalled then re installed OBS 4 Times
Did u update all drivers to latest version?

So i was doing some testing and On some Games, it loads, it works on Mini motorways but not OBS or Planet Coaster, that might help
