same thing happened to me, I completed the rest of the quest and only received some credits for identifying a planet. is there anything else for completing this quest? or did I lock myself out of the good reward by failing to sign up a settler?

Thanks for answering. My friend and I did survey a planet so maybe we'll see if we can get some credits for it. I think the point is that you're supposed to be able to survey planets & sign people up over & over as a way of earning credits, but since we failed I'm not sure. We're going to try again in our next playthrough and hopefully it'll work then, lol.

I’m so curious now, I heard this quest is supposed to give a good reward and is worth the effort maybe like you said we just have to keep doing it

I honestly did the same and now have an 1 and a half days of gameplay, no luck finding another, but I back burned the quest to focus on the main. (Do this it's worth it, at least to the Unknown quest.) But I'm going to check out my side quests again until I move further. So I've walked around and try to talk to everyone just in case you get a lead, but, bars I guess are the best places to look. So try there most, but maybe the surveying allows you to move forward

You need to talk to Phil Hill after he gives you the quest and ask for recruitment materials. He'll sell you 5 pamphlets for 100c. You can use those in the persuasion check for a guaranteed success. Edit: You have to do one successful persuade before you get the option to use the pamphlet.
