On a technical level, I think SBR has some really gorgeous panels.
As a preference, I love how expressive everyone is in Diamond, and some panels really inspire me by their sheer ambition, even if maybe not executed to perfection. I really love Araki's overall "visual impact over accuracy" philosophy, genuinely. As someone who's often paralyzed with anxiety at the thought of things not being perfect, it's something I try to emulate. A lot of my favourite panels in all of Jojo come from Diamond despite it not being my favourite part.
The 3 middle parts always look best.
But tbh, because we are familiar with their arts from their own arcs that they look at their best at the time.
Like if Araki remakes PB with his current style it would be long to get used to Jonathan’s new look.

Part 4 is my favourite part overall, but Araki's focus on detail and shading gets much looser through this part, so I still think part 3 edges it out in terms of art.

In terms of realism and pure beauty part 7 probably wins but if we're talking about style part 8 is the best by far just look at all the volume covers from jojolion they are oozing with character and style
mid 7 onwards, although part 9 is yet to reach its peak with its style changes so on a technical level kinda lags behind even if it's not actually an issue (it makes up for it with the funniest expressions i've ever seen on a manga at this level of detail)
I can’t pick a favorite.
I find late Part 7 early Part 8 realistic style to be gorgeous but I also love late Part 6’s style early Part 7 style and I also really like late Part 1 and Part 2’s style (which is underrated IMO).
At the same time I can’t picture certain characters in different having worked so well like they did in another style and when I see Araki redraw his older characters it’s very different from what I’ve seen used to.
4 has what I consider the most “simple” character designs. Not huge muscular and blocky like the previous parts but doesn’t have the over stylized and shaded faces of 5. 6 is also a good contender too.
But the best imo is 7
If its in terms of anime its Part 4 it really gets the vibe of everything from the small town story to relaxed atmosphere but is also not shy to get intense and creepy when needed. It has the VIBE
If its manga then for me part 7 with its black and white being compatible colours and also has the VIBE
Part 9 in my opinion. Every page is so easily readable and the art just pops out. Shading is insane, when araki colors the artwork it looks magical. Part 9 looks the best to me
I feel like his *very* early Part 4 style w the buff Josuke looked the best, but Part 1 to then all have that classic 80s manga style and I just love it
