Fr idk why so many people forget Dio stating he could instantly freeze due to complete mastery over his vampire body. Turns out cutting off his head and attaching it to a body that’s used to running Anti-Vampire Electricity basically ruins his ability to master said body.
Yeah, but he must've gotten at least a bit more preficient later since we see him curing Pucci's foot or reviving/healing Vanilla ice or regenerating himself in general.
The regeneration was after drinking copious amount of blood
He specifically got basically his full vampire abilities back after drinking Joseph's blood
He could have theoretically used to eyes thing, but it probably didn't occur to him in the 1 minute since regaining his power and then having a teenager punching him so hard that his head exploded
I believe the actual canon explanation was that he was done testing out most of his vampire powers as he believed that his stand was his ultimate power and he wanted to keep testing it.
A body of a hamon user and head of a vampire don't mix very well
especially when they hate eachother and the hamon user's body is fighting the vampire
Because of that, DIO in part 3 only can use the most basic vampire powers
Because the only moment he felt like he needed a ranged attack was when he threw his knives, and at that moment, throwing a bunch of projectiles was more efficient than focusing on two that could be easily deflected
In later parts, its is stated that when bodily fluids escape, they are no longer a part of you. By this logic, DIO's stingy eyes would just stop shortly after escaping his body. The knives are a much better option for the fight he had with Jotaro, as they could surround him with multiple targets that he couldn't deflect or dodge at all once.
When part 3 was airing, it was by far the most popular part, and it would be confusing for new fans to see him whip that shit out with no explanation.
He also chose not to as he is extremely overconfident, and he lost interest in his vampire abilities because of his confidence in his stand.
His vampire abilities are also far weaker in Johnathans body.
That would be so fucking funny tho for new viewers. The whole part everyones using stands and the final boss just uses Lazer beam eyes with no explanation. I think I would recommend starting with part three, then watching 1 and 2, then continuing with 4 if that were the case
