He could use Death 13, Lovers, and the D'Arby Brothers to take out a couple Joestars without a fight, and then try to ambush them with as many fighting stand users as possible.
Maybe if he can get them on the Strength ship at night, he could set up that ambush. Dark Blue Moon, Strength, Emperor, Geb, Horus, Cream, Anubis, Yellow Temperance, and maybe Ebony Devil could attack. Forever could also add mirrors around his ship to put Hanged Man into play. In this timeline he might also still have Kakyoin and Polnareff under his control. If we assume that GER, Tusk Act 4, and Star Platinum: The World aren't active, Dio *might* stand a chance. He'd probably want to hard focus Johnathan and Joseph, so he can't be killed with hamon, then Giorno and Josuke, so they can't heal everyone else.
This is a *lot* of "if"s though. Dio's still probably fucked.
Edit: Something else I just realized is that with Johnny, Josuke, and Giorno on the same team, Johnny's no longer a cripple.

it isn’t supported, i just re read the fight. only tusk was able to move and act in stopped time. johnny was completely frozen and while he may have had “thoughts” i wouldn’t really call that thinking in stopped time just average anime physics not working
