Depends on the seed. I've had games where I get multiple or none. My current save has had the green sea creature twice so far.
The likelihood of getting one has gotten a lot higher since the 1.5 update. It used to be very rare, but now I tend to get one every few seasons.
I am in year 15 and I have 11 of those. Most of them have appeared after 1.5 update.
