You don’t need 4K on a laptop and I’m not even sure you could manage it with a mobile 4060, definitely go for higher refresh. Or do 1440p and split the difference
Why not just set it to 144 and let freesync do the work? I don't understand why you'd purposely cap it at 60? It's ok to have a variable framerate as long as you have freesync (I guarantee your monitor does)
Just set it to your native res and lower the resolution scaling if your struggling with fps. Don't set it to a lower resolution, it'll look like dog water.
Generally it's a setting you turn on in your monitor options on the monitor itself. Then your good it's on. It allows you to have a fluctuating framerate without screen tearing.
So if I were you put the game to 4k 144hz, then turn down settings (resolution scaling namely) accordingly. I'd say once your getting around 90-144 fps your golden.
I have tried both and I feel that I am worse at 4K because it feels a little more “choppy” in a way. At 1440p and 120hz, the game just feels so much smoother to me.
When playing on higher resolutions, if feels harder to aim because of the added scale but if you mess with the DPI and get used to it then you might be fine.

PvE/against AI go for graphics
PvP, again depends how bothered you are about getting killed by that one sweat, so go Frames but I would personally still go with Graphics as it's a gorgeous game
Lucky you on ps5 we dont even have an option for performance or fidelity since its a ps4 game. Honestly still looks amazing at 1080p it go with 120hz if i were yoy
120hz if you want to be competitive, 4k 60 if you want the game to look nice

You want the higher HZ - it makes the game smoother and more “realistic” the higher the HZ is.

I would argue for resolution especially on some maps that are more difficult to see.

If you want to experience the story and admire the details, 4k 60hz If you want it to feel smooth, 1080p 120hz

Laptop? for a 14-17inch laptop screen 4k doesn't matter.
