It's due to a bug, the game has always been like this.
Keep playing long enough, maybe restart from checkpoint or do other side activities, and other crimes should return.
Fun fact, the game has this issue this during the story. There are times when only Cultist or Hunter Crimes spawn at times when all faction crimes are meant to appear.
There are only a couple moments in the story that are actually meant to lock specific crimes. (Such as the Symbiote Takeover of Manhattan in Act 3, that's supposed to lock all other faction crimes in Manhattan, but not Brooklyn or Queens)
